I would mandate that all laws that were in any way shape or form against the Constitution were overturned and the people of the United States were as free as the Founding Fathers wanted.

1)Pull out of Iraq ASAP...and tell the international community I deeply regret everything done by the Bush administration.
2) Raise education levels. C'mon, we're really falling behind!
3) Get rid of stinky "No Child Left Behind" and FCAT (hey, I'm from Florida...)
4)Universal healthcare
5) Major, major Social Security reform. Otherwise, we won't we able to support the baby boomers!
6) Set up a plan for lowering the amount of greenhouse gases released into the atmosphere. Florida is tired of hurricanes, for goodness' sake!
7) Immigration reform: if you work, pay taxes, have no criminal records, have been here for three or more years, and can speak English and have a knowledge of our government... then you can stay. If you don't...well, then goodbye. We can't possibly deport 12 million people. Would take forever, not to mention the fact that our economy would be crippled.
8)Stimulate the American industry. Yes, "Made in China" is cheaper, but in the long run it'll be better for this country.
9)Restore all Constitutional liberties stolen by this administration.
10)Limit terms on Congress. Don't know how you feel, but I think that too many years in Congress has the potential to knock off a good amount of neurons.
11) Invest money in stem cell research.
12) Require 50% of the automobile industry to use alternative fuel.
13) Secure or borders with a virtual wall. And that includes the coasts of Florida, where tons of Cubans pop out of nowhere. If these poor souls can come to Miami without being noticed, don't you think terrorists can sneak in much more easily?
14) Reform the NASA. There are some nasty rumours out there about drunk astronauts...
15) Reform the NOAA. Too many unintelligent directors scarying the heck out of residents in hurricane prone areas.
16) Reform FEMA. One word: Katrina.

The economy is fine already. Look at the DOW and earnings of the quarter. But I would put import taxes on China after pulling out a few business and corporations we have over there. For Mexico the whole we buy more product than they do from us is going to go away because I will strip Mexico of every business and corporation they own and sell to us and bring it back here. I would take the illegals and tell Mexico take them all back or you owe us 10,000 dollars for each that is over here along with oil. Then we will use our resources to send them back after putting them into a filing system of ID and other information.
The war on terror I would use our military forces to their complete capabilities. I would get information out of the prisoners in Guantanamo to prevent further attacks. I would bomb by air forces and aircraft carrier forces where any kind of suspected terrorist activity is being done. I would send in ground troops with the most destructive and heavy of equipment to level cities if need be to fish out the terrorists. I would give the civilians a week time though to handover and/or the terrorists to surrender or else the whole city is going to be blocked off and leveled. I would then move onto Iran, Syria, and any other country over there that is supporting terrorism. Saudi Arabia I admit would be a tough cookie, but, hey, this is just an answer/opinion thing so not like I need to get into details.
The middle class, what about them? There are so many programs and courses that can be used to get great paying jobs already. And if anything relocate to a better place where jobs are greater. Which everywhere there is a job that can be had just need to reach out and take it. I would limit welfare, as well. Welfare for only 3 months -- 6 months in highly special cases, and after that cut off. Because I feel within that amount of time a job, a stable job, can be found and should be kept by the end of 3 months. SS for injured and other people of that paycheck will be for serious injuries for long terms and light terms will be limited or until healed or whatever the case may be.
Limited amount of immigrants per year are allowed to have citizenship. Any caught coming over illegal will be put into the Illegal Immigration System, and no longer allowed in the country, if caught again will be imprisoned in their own country under the cooperation of my now newly created Illegal Immigration System. If fails to cooperate with the, let us say ISS now, ISS then we fine the country and/or punish them by cutting off an import from us to them for a whole month. So they could possibly be without food, oil, or something of greater value for a whole month.
Leeching will no longer be an American option! The country will become strong once again. But why I am even wasting the time to write this? Not like we will ever see this. The politicians of today all have their own agenda and one big agenda they agree on: making more money for today and who cares about the country of tomorrow.
Honesty and vigilance does not win elections now. Money and popularity due to amount of money wins. And empty, unfulfilled promises win today. Kind of makes me sad after seeing what can be done and the ideas that can be created by a citizen with no money to run for election and seeing the money-grubbing politicians that are running and would never dare step near what I said.

Understand, the president doesn't have a lot of power unless congress goes along with him. If I had a free ticket, I would:
1.) Immediately order the rounding up and deportation of all illegal immigrants.
2.) Put the power into states and local govts hands to deal with future illegal immigration.
3.) Tighten border security.
4.) Authorize funding for research into alternative energy.
5.) Increase the size of the military.
6.) Tell Iraq they have 24 months to get their crap together then we're gone.
7.) Authorize the formation of hunter/killer teams (special forces) designed to track down terrorists and kill them.
8.) Tell the U.N. to kiss off. Tired of spending taxpayers money on terrorist nations.
9.) Term limits. 4 years for all politicians in the federal govt. If they have to go back and work in the real world, they might take better care of the laws they pass.
10.) Order conservation in the federal govt. Way too much waste.
11.) Order agencies to enforce current laws instead of making new useless ones.
12.) Raise education standards.
13.) Order the reconstruction of the great rail system that once criss-crossed the US.
14.) Revive American manufacturing.
15.) Stop importing everything from China. We will build it here.
16.) Stop getting into everyone else's business.
There is much more. I can't think of it all right now.

Assuming I could get my agenda through the self serving politicians infesting Washington DC right now... less government, fewer laws (like the ones that protect adults from "harming" themselves), lower salaries and benefits for government employees, cut out all "pork", stop interferring with foreign countries (if we don't like their politics, quit trading with them), etc.
The next step would be to secure our borders and start using the Constitution as a basis for the (limited) laws we do need... a few more honest citizens exercising their 2nd Amendment rights would encourage a whole lot of less than savory citizens from exercising their "skills"...
Sadly, American politicians are corrupt almost from birth it seems... the few who start out with anything remotely glorious, soon become just one more... I had high hopes for Obama a couple of years ago when he was first elected... He seemed to have a fire... Now, he's just one more face in the crowd... By the time you get "electable" you owe too many people favors and have become too jaded to truely make a positive impact...

Number one: Wean Israel off of USA funds in 2 years.
Number two: Upgrade all of USA's infrastructure under the greatest 'boom' since the 30's.
Number three: Sell Canada the right to run our health care system for a pretty penny(namely cheap access to their lumber)
Number four: Require 40% of new cars to run on 'other than gas' fuels within 6 years(yeah, like it's a real emergency).
Number five: Step up prosecutions of all traitors to the Constitution, especially renegade Zionists, who clearly value Israel, more than the USA.

Restore freedoms taken away by patriot act and end the war in Iraq, fund embryonic stem cell research, repeal the tax cut for the rich, overhaul NCLB and the education system, remove faith based charity initiative, initiate major enviromental emissions reform, and restore our diplomatic prowess thereby our place in the world.
