Most people who are abusive have serious character flaws and there is very little learning that can take place. Plus, many abusers are also self-centered which makes learning difficult as well. In order to learn one has to first want to change or realize that he has to make a change. At best, if threatened, your husband may be nice for a week or two then revert back to his old behaviors. You already have experience with this with your mom. It really is time for you to seriously get out of this relationship.

Chances are slim. It is very difficult but it can happen. Usually counseling is in order, but of course they have to recognize that they have a problem first, and mental abusive people often struggle with seeing "their" problems. They must really respect and feel comfortable with the counselor as well because they will feel very vulnerable, which is something they absolutely hate and subconsciencely guard against.

If they are mentally abusive, they need to re-teach themselves (through therapy) how to treat people. It's just like re-teaching yourself any skill...it takes a lot of time and patience.
