dreamweaver is great but you can make a web site using notpad or wordpad check out some of the tutorials here if you like http://www.w3schools.com/
A good and free alternative to dream weaver is NVU http://www.nvu.com/index.php

Dreamweaver or Adobe GoLive. My favorite is Dreamweaver. Both are a little pricey. There are some less robust open source (free!) web authoring tools like: NVU http://www.nvu.com/index.php

There's a website that's called mysite.com and you can make your own website there without the need of software. The only thing is that it's only free if you include mysite in the link. For example: websitename.mysite.com
If you're willing to pay then you don't need to have the "mysite" part of the link. Also, unless you pay a small fee, there's automatically ads on your website. You should check it out though.

Are you a programmer or not? I'm doing a JSP database using Notepad.

Well you have to be one if you want to roll something very different.

DreamWeaver I believe has a component previously known as Allaire HomeSite HTML Editor that is a good one, comparable to a good general-purpose Open-Source non-Windows editor and then some specialized stuff like Textpad.

it all depends on if you want to learn the programming language (HTML) or if you want a simple yet safe route, if you want to go with simplicity then go with Dreamweaver, and if you want to learn some programming go with notpad and save it as a .html or .htm file... I STRONGLY suggest Dreamweaver as it lets you preview your site without saving it then opening it up. File > preview or F8 is the Hotkey for previewing.
