In the physical sciences it was probably true when he said it and may be still. The defense dept in the US financed the development much of the technology for the computer and communications revolutions at government labs, universities, and private companies. Almost all of Russians science was devoted to the military. However if you include biology and medical researchers the statement is probably an exaggeration.

Carl has a very generous definition and a very slanted one of "employed in the arms race."

If you were the guy with the sandwich truck that came around at lunch time to a factory that made pallets that another factory tied armored truck tires onto, Carl would call you "employed in the arms race."

It was probably true in cold war days, but not know.

I mean internet, computers, lasers all came out of military programs. Space exploration can count as part of arms race too.
