The problem with leading by example is that people often do it by putting blinders on. Refusing to examine the problem is just another form of ignorance, like shooting the messenger. While it is a good idea to remain positive--and positivity is contagious--I feel that the ultimate path to a solution is lacking in such an approach.
Taoism has been called the hermit philosophy. I want to find/develop a philosophy that allows the Taoist to enter into and influence society. So far, I've only found the dual-personality approach that says one should practice Taoist principles in one's own life and Confucian principles when governing society. It seems to me that civilization runs contrary to inner-nature and therefore corrupts the Tao. Why can't we have a civilization that works in harmony with the Tao and encourages inner-nature in everyone?
The best I've come up with is "anarchy of one" (also known as "being a criminal") or going against the unnatural order in one's own life.
