San Francisco city proper or anywhere along the Northern CA coast. The hottest temperature ever recorded in Eureka, CA is 87 degrees and it's usually in the low to mid 60's during the summer. During June, July, and begining to middle of August San Francisco rarely goes above 75; usually in the upper 60's to low 70's. Mornings and evenings are always cool and usually with fog or clouds. The whole Northern CA coast is very cool during summer; fog or low clouds in the morning and sometimes all day and usually in the 60's.

The only place that would be truly "cold" in the summer would be the part of Alaska above the arctic circle.
Places with fairly cool summers would be the rest of Alaska, the coastal areas of Northern California, Oregon, and Washington, the northwest (Wyoming, Montana, Idaho) and some of the northeastern states bordering Canada (Maine, Vermont, New Hampshire).

Or on top of any one of our numerous mountains.
If you are trying to get away from the sun, try Alaska, in some areas there are twilight like days for part of the year due to it's position on the earth in relation to the sun. (Daylight hours only reach a light level that is like dusk or dawn)

even up north, in michigan, where i used to live, its hot. i cant reccommend much. august is the worst, so just try to live through that
