Because the 3 major religions judiasm, christianity, islam all stem basically from the Old Testament foot washing has been an involvement from the very beggining but originally in cristianity and judiasm this isn't consider as much a religious practice as it is a practice. I assume that because of the many aforementioned rules for cleanliness in praising the lord in the Old Testament, Islam though dissattached from the latter 2 adhere to these rule less lightheartedly. This isn't the only practice that you see similarities in though, some denominations of christianity adhere very strongly to some Old Testament rules such as catholisism. In the end people choose what they want to believe in regardless of how stupid it may be usually in order to best suite there lifestyle.

The most familiar examples to many Christians is the scene in the Bible where one of the disciples of Jesus washed his feat with her hair, because there was no other basin available.
It is also a religious practice, since the Koran (like most other religious texts) incorporated many of the cultural behaviors of the time into its teachings.

Foot washing certainly is not limited to Muslim culture and goes back thousands of years. Mary Magdalen washed the feet of Jesus when his hosts failed to do so. Hand and foot washing was a routine practice in Biblical times. People didn't know about bacteria, but they had very definite ideas about purity and cleanliness in the religious sense. And besides, they walked everywhere and if they didn't "shake the dust off their feet", then they had to wash it off!

I have read they do it before the prayer.
I think they also wash their faces and hands and simultaneously say that god is great and Muhammad is his prophet.
