A fascist is someone who wants a rigid conservative authoritarian govt with no personal liberties.
I haven't seen the word "energist" and I can't find it in the dictionary.

Huh? Are you kidding or is this question meant seriously? What do immigration laws have to do with fascism? All countries have them, or does the country where you live let anyone from anywhere in to stay permanently, even without a visa, work permit, green card or whatever?
