How can I remove an application file. When I try to delete it, it says-Program in use can not be deleted. Using XP

You can not delete a program. You have to uninstall it.

control panel, open add/remove programs, uninstall it.

To remove an application in Windows, you can do the following:

Start >> Control Panel >> Add or Remove Programs

And select the program to remove. Note the icons on the left of the dialog box.

If this is a system application or misbehaving driver, you may need to go further and boot up in safe mode (Often F8 on the boot screen.) and delete the file.

As the computer is booting and is in POST(the first screen that comes up) tap the F8 key continuously. Using the arrow keys select safe mode and press enter. When you're computer starts off in safe mode delete the application file you wanted to.
