there can be just a much damage to a hardwoord floor. and it takes alot of maintenance...stripping it annually and waxing it .....
would be expensive to replace....
with carpet...they can clean it and you think it is clean...until the spots start coming through from the padding...its a cheap trick...
carpet is cheaper...

Carpet is normally much cheaper to buy and install than hardwood floors or laminated floors. And the landlord/management probably figures that if you mess up the carpet really bad they will just charge you for it when you move out and they won't have to pay for a thing.

Probably because it is cheaper to put in and can be replaced easier. Personally, I think all apartments should have hardwood because it is alot easier to clean when tenents move out, looks better and helps with alergies because nothing can sit in the fibers of the carpet.

Carpet is cheaper to install and replace than wood or laminate floors. Higher end apartments oftentimes have wood or laminate.

having carpet is more cheaper than getting hardwood floors. Plus they might see it as a liability if someone slips and falls

Very simple. It's for noise control. Hardwoods and similar transmit noise to other units in the building. Carpet absorbs noise.

Soundproofing, live under a wooden floor you'll soon hear a big difference. Wood is a fashion, warmth, economy and peace will always be more important.
