If someone says, " Stoners Reaking Havoc," what does that mean?

I guess Stoners are people who smoke marijuana, and "wreaking havoc" in this context means getting wild and crazy, possibly causing some destruction.

It means a bunch of people smoking pot raising heck.or partying until the dawn ,making a lot of noise being rude or causing trouble.
