If we're talking nightlife, you really only have one option. The question of where under-21 year olds can party in Las Vegas comes up a LOT, and after having done a ton of research, I can tell you that there pretty much isn't ANYWHERE on the Strip that will let you in if you're under 21, let alone 17; they're very, very vigilant about checking IDs, too, so you won't be able to sneak in under the radar.
So here's your best bet if you're determined to get out and enjoy some nightlife: Club Frozen75, which is actually in Henderson, Nevada, about a 15-20 minute drive from the Strip. It's open to those 14 and up, and runs every Friday and Saturday night from 8pm to 11:15pm. It costs $15 and I've given you a link below.
If you decide you don't want to venture all the way out there, there are a still a few options for teenagers to go out at night in Vegas. The House of Blues at Mandalay Bay, for example, offers all-ages access to some of their concerts -- previous and upcoming shows include Five For Fighting, The Decemberists, Sevendust, and Citizen Cope. The same is true for esteemed music venue The Joint at the Hard Rock Hotel -- check their websites to see if anyone cool will be playing while you're there. Another evening option is Jillian's on Fremont Street, which offers bowling, billiards, and arcade games -- you can even eat there afterwards too. It's not quite a club, I know, but it could still be a lot of fun if you were with your friends.
You can even get a little taste of "almost" night life by going to any bar that is also a restaurant -- for example, the ESPN Zone in the New York New York Hotel. Obviously, you'd only be able to order a soft drink, but you'll still feel that you're out and about!

Hope you like arcades. That's pretty much all you can do. You won't be allowed to hang out in the casino, nor will you get into any of the clubs. You can hit the pool, or the malls, or most of the restaurants, but that's really it.
