I want to file a complaint against the Dallas Housing Authourity. What do i do, or where should i call?

Well, obviously you should call a lawyer. I don't know if you mean "complaint" in the legal sense or just informally. In the law, a "complaint" is the document that formally starts a lawsuit. If you want to sue the Dallas Housing Authority, I suggest contacting a legal services organization in the Dallas area -- your best bet is probably the Housing Crisis Center in Dallas, which represents tenants in the Dallas area. Do you realize that to become a Lawyer, people spend three years in Law School, pass a rigorous test, and even then when a client wants to file a Complaint, they will study and research the matter very carefully before doing so?
