You need to keep the aeration and filtration going the whole day. If you do not have a filter installed yet, get one, this will help keep the water clean and fish healthy.

Depend on the size of the fish. Usually, if they are small, a filter that constantly circulate water is fine. But if you have an aerator, might as well leave it on. Can't have to much oxygen.

Since your air pump does nothing to add Dissolved oxygen to the tank, you don't need it at all. The only way dissolved oxygen enters your tank is by water movement against air. Filter, fountain, waterfall, waves etc. Air pumps just blow bubbles to the surface not adding any accountable DO2 to the water. Leave it on for your viewing pleasure leave it off when you aren't.

Goldfish actually don't need one. They can go to the top for air. You do need a good filter. Goldfish are dirty little fishies. ; )
