Lets say you live in liberalville and everyone in your neighborhood (congressional district) votes for Hillary in 2008 and she wins in your area (congressional district) by a 70/30 margin....but in your state the vote goes 50.1% for Rudy Guiliani (whoever) and 49.9% for Hillary. So should your electoral vote go to Hillary or Rudy?

I realize all but one state are winner take all - what I am asking is "should" it be that way?

Each state should be required to apportion their electoral votes according to how each of their Congressional districts voted.

Would or Should?

It would go to Guiliani- whomever has the majority of the votes in the state. Winner takes all.

In most states it is winner takes all. There are a few states that apportion the votes.
