If I drop off a package (a textbook) in a mailbox without postage, will the postman mail it back to the return address? (The return address being the person I want to mail the package to, thus circumventing the postage fee.)

Wouldn't you feel bad even if you got away with it, you know I mean your own conscience. Even if you could get away with it why would you want to. My suggestion is that you search on the internet under "Mail Fraud" and read about the penalties and then ask yourself is it really worth it to risk all that just for 41cents or whatever the cost of the proper postage is. Just my 2 cents. I'm sure those postmasters are a wiley bunch and have seen all sorts of scams over their many years of work and after a long time like that people develop a good eye. They may even just keep the item and toss it or sell it as surplus. Remember the USPS is a federal government entity and as long as you have a legit job and get caught they will have access to your income and taxes, keep that in mind.

I'm betting on one of two things...It used to be they'd try to charge the person on the return address, assuming (logically) that they were the party that sent it. They'd leave a note advising the person that they have a package they have to pick up at the post office, they wouldn't actually deliver it. The other possibility is that it would wind up in the "dead letter" area and just never get anywhere. Just pay the postage. Why does everyone think everything has to be free these days?

If you want to mail something locally, reverse the locations of the return address and the send to address. The post office will think you forgot to put postage on the envelope and send it to the person you want, thinking they are returning it to you due to lack of postage.

Or just use email.

This is called mail fraud, and it is a Federal crime. For what it's worth, packages are subject to intense scrutiny since Sept. 11th. Your package may end up being detonated if not sent to the Dead Letter Office.

Packages over one pound must be presented at the counter, and can no longer be dropped into a mail box.

Why bother, if you tell them it is a book, you get a special rate anyway.

why dont you try it with a small letter or something first, you dont want to risk losing the book.
