If the percent humidity is low but the dewpoint is high, for example 47% humidity for the day but the dewpoint is 64, will it still feel very humid?

Yes, the real key to feeling humid is the dewpoint, the higher it is the more humid it will feel. At that combination of temperature and dewpoint it will feel muggy. It really starts feeling humid once the dewpoint exceeds 70, though.

I will add something to what all the others said. Think that the air will be moist if dewpoint and temperature are closer, and as high the dewpoint (but never higher than temperature), more wet is the air.

Yes, it is still the same amount of moisture no matter what humidity it is at and a 64 degree dew point will usually feel muggy. Lower humidity in this situation is worse because it means the temperature is higher and corresponding evaporational cooling is not enough to counter the higher temperature.

Yes it will. 47% humidity will feel humid, but not as humid like as if it would be if the humidity is 55% or greater.

Hard to tell what answer you're looking for. Dew point tells you the temperature that water vapor will condense out of the air. It changes with temperature and pressure. 47% humidity will "feel" the same regardless of the dew point.
