On the New Moon phase. During this phase, the earth is between the moon and the sun. The earth's shadow cast on the moon makes it dark and hard to see. Also in the New Moon phase, the moon is highest in the sky at noon, when the gases in the blue atmosphere also obscure view of space. Conversely, the Full Moon is highest in the sky at midnight.

C The Moon orbits the Earth, therefore from the Moon, the Earth will be seen in various positions relative to the distant stars. Earth rotates in 24 hours, therefore, every 12 hours an observer would see the opposite side of Earth. The synodic month of 29 days turns out to be the length of a "day" (sunrise to sunrise) on the Moon. However, since the Moon always presents us (on Earth) with the same face, an observer located on the centre of the visible face of the Moon would always see Earth almost directly overhead.

Close to New Moon, the Moon is very close to the Sun and next to impossible to see for a few days. Half the time, the Moon is below the horizon in any given location, but it is still visible on the other side of the Earth. Eclipses don't count, because the Moon is actually visible during both a total lunar and total solar eclipse.

Well, about the only time it's not visible from any point on the Earth is New Moon, when it's at it's closest approach to the Sun.

New Moon -- all the sunshine is on the side of the Moon facing away from Earth.

Clouds obscure it, if you wanted to "get cute".

Once a month, at the time of new Moon, when it passes in front of, or nearly in front of, the Sun. If it passes exactly in front of the Sun, there is an eclipse.
