I'm interested in a Pisces man, I'm a Cancer woman, any ideas to reel him in, even to attract him as a friend?

This isn't intended exactly for now, he is dating a leo, and he complains about her a lot, I'm assuming using her for emotional support considering he acts like he goes there when he is lonely. I know he IS dating someone, normally I don't go for guys when they are, but what would be some good ways to get us closer together, specifically based on a pisces/cancer relationship?

Ever since day one I've liked him, but was too shy to say anything. It's complicated because I met his Leo friend online and he was very interested in me, so all of his single friends, including the pisces guy, wouldn't show any affections towards me because they didn't want to hurt their buddy. Now after I've had issues with the leo guy after nine months of dating him, we are broken up. He had a great heart, but I just really didn't like how emotionally detached he was.. (which he admitted to later, and also admitted that the only reason the Pisces guy didn't go after me was because he liked me.)
