Corporation filed formal dissolution several year ago with IRS but was left as a non-operating entity with the state. I want to reativate the corporation for a new business electing S Corp status.

You can check with the state where the business was originally registered. Go to the state's official website and click the BUISINESS link. You should be able to find the number of the agency to speak with.

But, even before you do that, think about why you want to. What's wrong with starting a new company? If you just like the name, find a similar name.
