I think another good question to ask would be, why is congresses approval rating even lower?
I think the war in Iraq is part of the reason, not because it is the wrong action but because Bush lacks good communication skills to relay the good that has been done and the reasons necessary to stick it out.

There are many reasons for his low approval rating, mostly because his handling of the Iraq invasion and occupation has been a total failure and he also thinks the everyone in his administration is above the law.

George has earned his own low approval score. His club interior the cranium n Bones society makes his christianity questionable (can not serve God and devil). The bashing he gets is unquestionably deserved, no longer something to do with religious persecution.

because the people are finding out the truth. through uncensored media online, exactly what he is doing to this country.
Because people are seeing his actions like the north american union and wondering why he is being allowed to get away with such things.
Because, no matter how good of an actor you are, your true nature will show through eventually.
And it has been shown, that he is NOT a strong leader, that he is NOT a honest person, that he is NOT OUR ELECTED OFFICIAL, that he supports his fathers' ideals of a new world order, that he is simply NOT A GOOD PERSON....

I think the biggest reason is the war in Iraq. I think everyone thought it would be over quite quickly and are ready for our troops to come home.
