My concern would be that the man would be sued for personal injuries if one of the kids became hurt.

Would not see the need to worry... He may have his own problems and connections to worry about. People who buy & sell fireworks should be familiar with their own towns ordinances in the first place if they want to be safe. Its not your fault if he does not do his homework.
