I get an error message saying the system needs to create a user partition and then another one saying it can't create the user partition and can't restore the computer. Any ideas why the restore CD has this problem.

I don't know the answer to your question, but I have a suggestion. Have you tried the System Restore feature by just setting the computer back to an earlier date?
-Start Menu
-Programs
-Accessories
-System Tools
-System Restore
-Restore My Computer to an Earlier Time

Then you can select one of the earlier System Restore dates, and it will restore computer back to settings as they were on that date. Go back as far as you need to. If that doesn't work for you, you can undo. Hope this helps.

try putting the disc in and then restarting the pc and it should boot from the cd and then you can format the partition and reinstall windows, if it doesnt offer to boot from disc you need to enter bios and set your boot devices so that cd rom is first

I had a similar problem- was because there was too much activity etc also said there could be spyware my antivirus/anti- spyware wasn't finding. haven't done it yet but going to have someone professional fix it (geek squad said it was 100 over the phone - 200 at the store site).

just a defect in pc / cd
partition needed...... as msdos creates drive a:/ on your hard drive (temporary) to load data from cd and create "bootup" this then loads your entire system ....... best get comp techie to reload from new... and ditch old useless cd.... get backup from techie...saves time later good luck
