If you're running XP or later you have one built in to the OS. They are basic but are fully functional firewalls and have not been hacked to date.
If you want a 3rd party firewall, Zone Alarm is hard to beat. The basic version is free, here's a link: http://www.zonealarm.com/store/content/catalog/products/sku_list_za.jsp?dc=12bms&ctry=US&lang=en
If you're looking to protect an entire network and not just a single PC, have a look at IPCop at http://www.ipcop.org or PFSense at http://www.pfsense.com/ Both are installed on a spare PC that you connect directly to your internet connection. They're quite powerful and you can't beat the price: Free!
