Tools - Internet Options - Security tab - Then go to Restricted Sites, and add the site to the list. Also go to Internet Options - Privacy - Sites and then add sites to that to be allowed or NOT allowed.

You can also not allow programs to go out and connect to the internet. Go to your Windows Firewall.

If you want to block just a very few you can edit the hosts file. It's located at:

C:\
Windows\
System32\
Drivers\
Etc\

Open the file and add entries similar to the following, one entry per line:

127.0.0.1 www.pervert.com
127.0.0.1 www.playboy.com

Save and close the file.

Use the IP address above for any site you wish to block.

If you need to block more than a few sites, purchase a 3rd party package such as NetNanny or Cyber Patrol. Keep in mind that no blocking system is completely foolproof.
