To do it properly, you have to remove the set patch and start over. That is what the foundation people told me when the same thing happened to the patches they made. They dug it up, re-filled the holes and smoothed it out. Now, the color difference is the only thing you notice.

you have the high and low spots because you didn't work in the concrete when it was setting up.usually you have to wait for the excess water to evaporate 10 to 20 min after you do you initial screet then add some more concrete and rescreet it.but you missed that step.you got 3 options live with it ,rent a grinder and try to sand it level.jackhammer it out and do it the right way.don't use quick setting , whats the big rush ? if your not experienced it just makes it that much harder to get a professional looking result

Yes Surprisingly concrete will soak up everything like a sponge. I would definitely get a damp proof membrane underlay if laying the floor on concrete.

You either grind the high spots down, float a whole new inch of concrete over every thing on the floor: or live with IT!

Hand grinder with diamond sanding blade.
Its alot of work for some high spots.
If you are a perfectionist:
diamond saw a circle or square,
break it out,
re-do your cement job.

Invest in a couple of "rubbing rocks" Its just a stone with a handle on it. Lowes and Menards sells them. I think Kobalt ones are fairly inexpensive too.

Use a floor leveler compound, Get it from any flooring supplier, It mixes up like thin pancake batter and you pour it on and spread it out and it will level it's self as it drys.
