I assume that you are speaking of romantic love. On some level love is always a choice. Yes there is the giddy emotional part of love that is all wonderful and everything but still it does come down to you choosing the one you love. Every one has certain ideals they look for in a person, looks, personality, success and so on. If someone possesses enough of these qualities we look for, one easily begins to like them but upon the realization that they lack certain things we want, we will relegate them to the “like” column and keep them as friends. However, those that meet enough of the criteria that we want we may choose to bestow upon them our love.

I'm not particularly sure. I think it's because when we are in times of sadness or loneliness, we may always need somebody or maybe even something to hold onto and help us through. It's sort of a purpose in life to find people to love/like, people you can always depend on to be happy with and care about you.
