No there is no law, federal, state, or local, stating a landlord must pay anything. They don't even have to fix a hole in the wall. The only thing they have to pay for/fix is anyhting that has to do with the safety or useability of the house (gas and electric lines, heaters, water, etc.).

1. No, I am not aware of any such law.
2. If a law like that did exist, it would probably be a city or town law, and not apply to every rental in every country.

Not in any of the 3 states I've rented in. Could be a state law for other states. Sounds silly to me.
