Currently it's being developed for PS3 only. That may change later, but for now it's an exclusive.

There has been a lot of talk about it and most times whenever its brought up there are huge fights and flame wars because of it. Hideo Kojima said it will not be coming to 360 but other people in Konami seem to have a less definite stance on it. If it does end up coming out for 360 it would be much later than the PS3 release. As far as business goes It would be smart for Konami to release it on as many systems as they can because having the largest pool of customers possible is always better business and results in much more money.

Really even if it made Sony upset what would they do they are in 3rd place in the console 'war' all they can really do it be quiet and take it because they can't afford to lose one of the top games on the system.

Despite it being a PS3 exclusive right now.

I, personally, wouldn't be surprised to see either it come for the 360 at the same time (much like the ps3 losing Devil May Cry 4 exclusivity)

If that doesn't happen though, you can pretty much be sure another version be released later for the 360 (like they did with the previous Metal Gear games).

The Metal Gear Solid series has always been a Sony exclusive and it will stay that way. Hideo Kojima announced at E3 this year that it will stay on the PS3 only(thank god). Anyway, Metal Gear Gear Solid 4 is scheduled to be released in March 08, however, it was supposed to come out this fall.
