Depends on what it is! Look and see if there are little black balls of poop on the leaves, and if so, you have tomato worms! Generally, just picking them off (or letting the birds do so) is your best bet.

Here's a lovely guide to pest management in Tomatoes in California.

and here's another one with general information besides! They're both from the same university system...

They give you some trouble-shooting options, help you figure out what the problem is, then how to solve it most effectively and in the least toxic manner. Sevin dust can make your tomatoes uneatable (since you have tomatoes probably on the plant), so I'd stay away from any insecticides at this point unless you feel like having a nice dose of poison! Good luck!

If it's birds, you can buy netting at a nursery to drape over the plants. Do not allow the tomatoes to ripen on the vine. Pick when the first start to blush and place in a warm place to ripen naturally. My grandparents and other farmers did this for years to save tomatoes from birds.

We put Marigold's around the tomatoes. Now if it is the birds or a squirrel then you are out of luck. I had that problem several years ago and nothing could stop them. Tried silver pie plates strung on string. Still didn't work.

2 things.....plant a large Tobacco plant in the center of your tomato section of your garden as this will help to keep bugs away....second sprinkle Seven dust made by Ortho on the tomato plants. This is safe to use, and you are able to clean your tomotoes simply.
