In FireFox:
(1) Go to Tools > Options...
(2) Select the 'content' tab
(3) check "Enable JavaScript"
In Internet Explorer:
(1) Go to Tools > Options...
(2) Select the 'Security' tab
(3) Click the "Custom level" button
(4) Scroll down near the bottom of the resulting dialog and change "Active Scripting" from "Disable" to "Enable"

First, JavaScript is usually already on by default.
Second, some browsers will let you disable PARTS of JavaScript without turning it off completely (the ability to move and alter windows, alter the text on the status bar, and so forth).
For the sake of completeness, here are directions for a couple more browsers... if you've never heard of them, you might want to install one, or both (they're free). Especially if you're designing web sites. It also gives you some additional flexibility.
For example, I do my normal web surfing in Opera, and keep JavaScript pretty much permanently disabled in SeaMonkey.

1) On the Edit menu, select Preferences
2) In the Category list, click the plus sign next to Advanced
3) Select "Scripts & Plug-ins" from the list.
4) In the "Enable JavaScript for" section, make sure the box next to "Navigator" is CHECKED.
Opera

1) From the "Tools" menu, select "Preferences"
2) Click the "Advanced" tab.
3) Select "Content" from the list on the left
4) Check the box named "Enable JavaScript"
5) Optional (but recommended)... click the "JavaScript options" button to choose what JavaScript is allowed to do.
