I found a stray dog and i need help to make a harness i have a small rope but i don't know how to start it that way i don't have to carry the dog to the pound any ideas on how tomake it?

You can take a line, tie a little loop at one end, any knot will do.
Bring the long end of the line through the loop, till there is a loop left that is big enough to go round the dogs head.
Now make a loop in the other end of the line, to hold it.
When the dog pulls on the line, (or when you pull to get the dog forward,) the loop round his neck will close, that is why this kind of line will sometimes be called strangle lines.
This is good enough for a temporary line, for a real lead you need a better one!

Is the dog too weak to walk?? If so phone the nearest animal rescue or SPCA or whatever (depending on what country you are in) and someone may come and pick it up for you - it must be very ill. If it can walk just use your rope for a collar and a leash.
