It comes from the Services.. your "colours" were the flag of the regiment, ship whatever. To have your colours flying was a sign of success. English ships would go into battle with colours flying, letting their enemy know just who they were fighting. Hope this helps.

It's like saying festival time as when jets fly in the air spreading colours on national festivals.
