I would use either napkins or paper towels, but when that is out, there is a next resort, in my country it has been a habit to use newspaper as a substitute to toilet paper; the best thing to do is to wet the newspaper enough to soften it then after that squeeze a little bit of water out of the newspaper just in case it is too wet, then, use somemore, this as worked for me many times, in jamaica this habit started in the poorest of neighborhoods, but it is still paper, so! it will be a good substitute for toilet paper, as for our face, newspapaer is not fit to wipe our face with, because of the amount of ink in it, and our face has so many open pores that ink or chemicals might get into our pores, and cause skin eruptions. But! yes newspaper is a good substitute, but if we only want to wipe our face then, a handkerchief is good to carry either in the purse or pocket. But to avoid running out on toilet paper, you can buy them at certain supermarkets in bulk or on sale at lower prices and stock up on them.

At home I slip into the shower immediately and wash off or if outside the house I use the hand towlets, but I always make sure before my cheecks touch the toilet seat I make sure theres something to wipe with. Dont wanna be caught with your pants down and full of you know what I mean.

It has never happened to me at home, and when I traveled a lot for business, especially in Europe, I always made certain that I had a package of Kleenex with me.
