I have moved many times and the best advice that I can give you is to go do things that you enjoy and then you will meet others that enjoy the same things. If you like sports, join a tennis club, etc, like to cook, take a cooking class. If you are a churchgoer, that is also a good place to meet people. I also found that volunteering is another good way to make friends. One time when I was new to an area, I had a party and invited people that I had just met. Most people came and not only did I get to know them better, they also met some new people. You did not mention anything about work friends...why not ask a few people to stop for a drink after work? You need to put yourself out there and I guarantee you will meet some more people.
