Actually most people find it to be deviant anywhere. Just because it is legal in outlying areas of nevada does not mean people don't find it deviant. The reason that it was passed to let brothels be legal in these outlying areas is so simple. Look up the populations in these counties where it is legal. You will find that the populations are rather small as compared to the populations in other parts of the state say las vegas, and reno areas. To get a decent amount of tax revenues the people agreeded to it. Much the same reason there are those little gambling machines all over south dakota. It's all about the mighty dollar.
I live in north dakota. I once worked in south dakota. I worked in a line of work that I know all about what your talking about and trust me dear I have traveled all over the united states and attitudes are the same all over towards girls stripping. They are all thought to be hooking and it is frowned on everywhere not just south dakota. I use to make lots of money off making those girls customs.
I know it isn't fair to judge all of these girls as bad but when i first started sewing most of them were college girls or single mothers just trying to make some extra cash by the time i quit most of them were drug users and most of them hooked that enviorment changed big time in seven years.

Deviant means deviating from the 'norm.' Normal isn't the same in Nevada as in South Dakota. There are many places in the world where prostitution is not illegal. There are some things such as murder, incest and armed robbery which are considered immoral in all societies. But especially when it comes to sex, the variation is immense.
In Afghanistan a woman is required to hide her face. In parts of Africa, naked to the waist is normal. Women in Denmark who work in an office building will go and sunbathe topless in a city park on their lunch hours (So I'm told, I wasn't lucky enough to find any while I was in Copenhagen). There is a lot of variation as to what is and isn't accepted around the world.

The Dakotas are very repressed states. Nevada has legal prostitution, but not in Las Vegas. The prostitutes work in "ranches", euphonym for a brothel, where their safety is carefully monitored, each room has a panic button, the girls are actually paid what they earn and subject to brutality, and they are tested for STDs once a month. Nevada legislators recognized that people will indulge in this sort of activity and it is in the best interest of everyone that it is regulated.

Nevada broke away from the norm a long time ago. Which is good. It's also a great state to own a business for multiple reasons. Even if your biz operates outside of that state.

Nevada has always been a very preverted state even in the olden days the majority of crooks and thieves landed there, Las Vegas was founded by crooks and still has the majority of them. The government of the state has dollar signs instead of morals...they think they will not have to pay for it somewhere down the line..but they will...you cant plant tomatoes and get corn...
