Assuming by "man", we're talking human beings (i.e. ruling out characters like Brainiac, Darkseid, or Metron), than Lex Luthor is probably the smartest in terms of sheer intelligence.
I'm not sure DC has ever specified who the second would be, but knowing the pedestal they place him on, it's probably Batman.

I would have to say Batman.... no special powers the simplest "gadgets" in the world yet there isn't a problem the Dark Knight can't resolve.
