Don't do saltwater, it is a pain to set up and will be nearly impossible for your little brother to do. For freshwater fish, try fish like Rasboras, Minnows, Tetras, and other small fish. Be sure to research each fish before you buy it so you understand what temperature and what tankmates it needs. You can put artificial decorations from the pet store in the tank, but not all things are safe for fish. Chemicals like soap, Windex, and most detergents will immediately kill fish. By the way, Clown Loaches get about a foot long and need large groups. For this reason, they should never be kept in a tank less than 100 gallons. Painted Tetras are injected with dye which eventually fades, and leads to a drastically shortened life.

A 10 gallon tank is pretty small for saltwater or reef fish. It can be done, and years ago I kept a 10 gallon saltwater tank, but it's not easy. I have seen reef tanks in small aquariums, but that is for very advanced aquarists. Stick with a small freshwater setup. If you don't want guppies (or any other live bearing fish, like mollies or platys), try a tank with small tetras and other south american river fish (NOT South American Cichlids, though). Neon tetras, cardinal tetras, skirts (try not to buy the painted skirts, they're artificially colored and can have short lives), a few small corydoras catfish and some easy-growing live plants would make a pretty cool first aquarium. You could easily keep 5-6 of any of those fish in a 10 gallon tank. If you go with tetras and fish from similar geographic areas, make sure your pH is slightly acidic...many municipal water systems have slightly alkaline pH right out of the tap, and need to be softened a bit for some fish.

salt water wouldn't work in a such a small tank (well, there are nano-riffs out there but they are kept without fishes, just with corals and anemonas). They are also a hell to manage, you'll have to do a lot to keep nano riffs working and you'll also need a lot of expensive tech for it.

If you want to have a lot of small and brightly coloured fishes in such a small tank, you haven't got a very large choice. It would be a freshwater tank and either some killifishes (most of them are too territorial to be kept in a school) and are saisonal fishes which means they live for about a year, or dario dario (scarlet badis). In either case you'll have to feed live food because they won't eat dry food.

Starting with a freshwater tank is a good idea.
Neon tetras are very colorful in big groups of 7-8. I cycled my tank with neon tetras (and 3 died at the end out of a total of 7). ahahah i didn't know anything. Cardinal tetras are beautiful too, and they cannot get "neon tetra disease." Mollies are swordtails are quite hardy awesome looking.

you should start with fresh water, salt water can be hard to care for. i would but guppies and neon tetras they get along with each other and are very colourful, guppies are the best, they are very very hardy and come in a large verity of color and tail shapes. while neon tetras are both hardy and colourful they all look the same but if you get them in a small school there aw some to look at. i let all my fish have 1 gal per 1 in of fish, and because guppies and tetras are small you can easily fit 10-12 fish in your tank. and yes you can put fake rocks and coral in there tank, they will like that :)

make it fresh water because doing salt water in anything under 20 gallons is really hard...plus freshwater is way cheaper...

Mollies and Platties come in bright red and orange sometimes blue and green. 8-9 in a ten gallon

Tetras are cute and come in many colors and you could put about 15 tetras in your tank.

Barbs...like tiger barbs...are cool and kinda agressive so should only be kept with other barbs. you could put mabey 6-7 of them...
