yes... I say cautiously...
They generally are grown on their own root stock, so new suckers from the roots will be true to type. Monitor the water, and give the plant some mild water soluble fertilizer.
Don't be disappointed if it doesn't come back. Just because it can regenerate, doesn't mean that it will (it depends on what caused the damage, how old the plant is and other factors).

What do you mean by regenerate?
You need to tell us exactly what is wrong with it. Roses, including minis are my passion so I can probably help you if you tell me what is going on with your rose.

Well, if your roses appears to be dead or dying prune it back little by little and see if it is still green. If, no, then your rose is dead. However, if you see green then there is a chance to bring it back. Roses need at least 6 hours of sunlight and depending on where and how they are planted a bit of water. If it is in the ground then one weekly watering is sufficient unless it is extremely hot and then maybe every 3-4 days. If it is in a pot outside then every other day is probably necessary. If indoors in a pot then once a week. Anyhow, I wish you luck.

you can do softwood cutting with 2 set of leave remaining. place the cutting in a plastic bag in wet potting soil. it will grow leave after 3 to 4 weeks.
