the old style toilets use 5 gallons, the newer ones use 1.5 to 2 gallons

It depends on the design of the toilet. The newer ones can take as little as 1.4 gallons. On the other side of things, I've seen tanks that hold up to 7 gallons. It's usually not a good idea to try to reduce that by much, the volume of water needed is part of the design, and shorting that amount can cause clogging. Also, many of the dams and inserts used as 'water savers' can interfere with the flush mechanism. If you want to reduce your water usage, it's best to buy a toilet designed to be a water saver. The two level flush designs are outstanding for that, you only use a little water, unless you really need a lot.
Places like Home Depot or Lowes carry toilets, but beware of measures that are used to cut manufacturing costs. One common shortcut is to only glaze what is visible. This does not meet code, all surfaces in contact with the waste water should be fully glazed, including the inside of the throat (the going down hole), and the underside of the seat support. The inside of the tank is OK to leave unglazed, it's only exposed to clean water. Your best bet for a quality toilet is to find a plumbing supply house. They'll have a good selection of stuff that will pass code and perform well.

Some toilets have two flush functions. One short and one long. They are designed to save our water supply. I think 1 1/2 gallons is the standard now, it should say it somewhere on your toilet. If you give it a quick(short) flip of the handle then you get a short flush, hold it down longer and you get a long flush, There is a saying that goes like this,...If it is yellow then stay Mellow, If it is brown then flush it down. This will help save water, but if you have to, flush away.

The standard is 1.6 gallons for new toilets. They do make "power flush" toilets that have an air system added to them but use the same amount of water. If you feel you need a toilet that will flush 16 golf balls, you probably need a doctor more than a plumber.

A lot of the new ones that are out right now have some kind of an internal system for maximizing the pressure of the water. We recently purchased a model that said that each flush would have 3 gallons flush power using only 1.6 gallons of water. It works great!

The old toilets required about 5 gallons,the need to conserve water has them down to the about 1.5 or just a bit more. Some of the earlier models of the water savers only had a 11/2 inch outlet not to good,I wouldn't settle for no less than 2 inches.

As above reference the amount. But a lot of modern "Pans" are not actually designed properly. The rim needs a series of perforate holes in addition to the main flush down the back. A lot of cheaper ones do not have the rim holes and even after a main flush you are left with many a floater or a skidmark.
Added to the fact that we all prefer low level WC (The water tank is your backrest when sat there contemplating the world) then gravity is not helping either. We have a 2nd loo downstairs, and in keeping with the style and age of our house it has the water tank at eye level. The flush is about 1.5 gallons but the 6 foot drop to the pan means that the water is hitting the pan with force. Fabulous for those "After a mean curry" days.

Old ones are 5 gallons new 1.5 gal. Sometimes the new ones will take like 2-3 flushes so you might as well just own an old one.

I think ours just uses 1 or 2 gallons.
The older models use 5 to 7 gallons.
