Only if you are in fact withering. Otherwise you could be charged with disturbing the peace.
And it also depends on what kind of plant is on your head. Cannabis sativa might not be all that advisable unless you want free room and board for a long time....
A mature Giant Sequoia, on the other hand, would be really impressive...and nobody would bother you... :-)

Sure why not. As long as you do it between the hours of 8am to 10pm. Most neighborhoods dont allow noise outside of those hours. Good Luck.

It is perfectly OK if you are representing your local garden club in a parade ... or, if you're an aging drag-queen trying to modernize the cliched "I'm melting! I'm melting!" Wicked Witch routine.
Either way, you're bound to get watered.

I'm sure that you wouldn't be the first to do it. Guess it would depend on what time of day that you do it. 1 pm is OK, but not 1 am.

Sounds like you Love your plants.
But make sure you do it naked so that you don't ruin your clothes when everybody comes out to water you!
