Get a external hard disc drive OR
connect USB to USB the new computer, OR
Use MSN to transfer files (you need two MSN accounts) through a router modem.

First of all you are getting ripped off on the Dell 521. We will use better parts yet it will come out to be atleast 100 bucks cheaper, most likely alot more.

From the new computer click [Start]
then click [All Programs]
then click [Accessories]
then click [System Tools]
then click [Files and Setting Transfer Wizard]
then just follow the instruction to complete the file and setting transfter
