Odds are the guy was born somewhere on a planet, and grew up for a lot of years before he became an X-Wing fighter. During that time "on earth", he picked up his accent from the people around him.

During their specialized training programs, each astronaut was required to learn at least one new language. Unfortunately, the language specialists each spoke with the dialect and accent predominant in their birth locations.
The one X-Wing fighter guy was using a disc recorded by someone who spoke with a country accent.
