Who informs the defendant of his rights and states his charges? The judge or the clerk? or do I have things all mixed up?

In federal and most state courts, the judge ordinarily reads the charges and asks the defendant if he understands them. In some courts the defendant is asked to enter a plea at arraignment...and in most bail is set after some discussion between the judge, the prosecutor and the defense attorney.

In a few courts the bail hearing is handled as a discrete event.

It depends on the court and the procedure....

Usually it's the judge, but some judges have the clerk do the actual reading....
