I think they should start Culpepper and let the rookie get some time to learn and get comfortable. Maybe play Russel a bit in the preseason.

I'm going to have to go with Culpepper.
Let's not forget everyone, Culpepper's the guy who took the Vikes to the playoffs 3 years ago with 4k+ yards and 30 somewhat TDs with only 12 picks. He IS capable and does at times know what he is doing. Miami had one of the worst O-Lines last year so that contributed to the 21 sacks in 4 games. All round the league ppl are saying that JaMarcus is very similar to Culpepper: style, accuracy, etc. Theres only one difference: Culpepper is 30 and a veteran.
Start Dr. Pepper and let him influence Russell a bit and maybe he'll learn a thing or two. It would def. not be a good idea to start russell with THAT line=a david carr situation. Culpepper has experience and that in the end will get him somewhere. He's gonna start for like 3-4 games and then pass it on to JaMarcus, supposing he gets a contract(which I bet he eventually will). Raiders line is not all that diff. from Miami's so they need to be extra careful, or this season will be bust. Go Bay Area!

Russell hasn't even signed yet, so that you lead you to believe its going to be culpepper. Culpepper turned down a 3 year deal from Jacksonville because he wanted a 1 year deal with a chance to start to prove to the league (and himself) that he still can play.
If Russell signs in the next day or so, there would be some competition, but he's not going to sign anytime soon, and he shouldn't. If he did sign early, he would have been thrown under center, and behind that bad O-line, and started right off the bat and taken his lumps. By holding out a little while will allow him to learn the playbook and get familar with the game (on a pro level)
Look how many quaterbacks have been successful this way: Carson Palmer, Philip Rivers, Jay Cutler (even though he started mid-season), and many more.

Russell should get the start when he signs b/c he will be the future of the Raiders. Culpepper is a quick fix until then. He's a good quaterback but should only be there as a backup. And as far as what QB has played for the Raiders so far out of the 4, its Andrew Walter, not Josh McCown

Culpepper will start. You don't your your #1 pick to get his head kicked in during his rookie season. The Raiders are a long way from being able to protect a rookie QB. Not to mention the longer Russell's contract talks continue, the more he will miss out on camp.

Considering Russel is not signed and is not in camp I think it is obvious who will be the starter for game 1 of the season. But considering that Culpepper will stink up the place if they can get Russel signed then he should be the starter by mid season.

Russel is the future but its better for his development if Culpepper starts this year. Let Russel ride the bench and learn, it isn't gonna do him any good to go in and get creamed week after week.

Culpepper will start, that will give Russell a year to get used to the speed of the game. He threw a lot of bad passes when he was pressured in college, and Oaklands line won't be able to give him much protection

Thing is, Russel hasn't signed yet, last I heard...so maybe no controversy just yet.
This being said, I figure put Culpepper out there first as, with that o-line, Russel's confidence could be crushed early and often otherwise. At least give him a chance to watch and see how a professional gets up off his butt every second play.

russell still hasnt signed (hence the one-year contract offer to culpepper)
culpepper is 2nd on the depth chart behind Josh McCown
he is the only one on that team who has played for the raiders, so as of right now the chart goes: McCown, Culpepper, Russell
