You should learn HTML and you can for free at http://www.w3schools.com/
You will also need an HTML editor, Adobe Dreamweaver is the best and comes with a 30 day trial.
http://www.adobe.com/products/dreamweaver/
The best free one is NVU
http://www.nvu.com/index.php
Then you need to find a host, I have several of the most popular free hosts listed below. If you need your own domain and you are willing to pay a nominal fee then http://www.godaddy.com would be your best option.
Microsoft Office Live offers a free domain http://office.microsoft.com/en-us/officelive/FX101534261033.aspx and it will include their logo and link to their service on your site. They are hoping to snag a large share of the market by offering a free domain, hosting and 500MB of storage. It will require a credit card to verify your age.
You can also visit http://www.dot.tk/ and register a free domain but it will end in .tk rather than .com.

If you don't mind a sub-domain... http://wordpress.com
You even get the use of the WordPress publishing platform. For free, no ad's, no pop-up's. I don't know why more people do not use this.
if you're going for yoursite.com type stuff, grab a domain name http://godaddy.com then grab your own hosting plan http://eleven2.com and go from there.
learn HTML(XHTML) and CSS
http://alistapart.com
http://webstandards.org
learn it the right way and learn it the most up-to-date way. Don't go to these sites that preach monolithic and prehistoric ways of coding.
Check out my profile for contact info if you want some help with this process, I'm willing to help EVERYONE for free.
I preach and follow web standards and XHTML/CSS, the most current web technologies.

If you want a blog site, try www.wordpress.com
If you want a website, try www.freewebs.com
You will get a url of www.YourUserName.freewebs/wordpess.com depending on which you choose.
Both are very easy to use, even for those with little understanding.
