There isn't much to prove since known Khmer Rouge officials have described the atrocities they committed & there are millions of Cambodian refugees around the world who live with the emotional & physical scars of the Khmer regime. In addition, Cambodia may not be rich according to Western standards, but there is definitely money there. Why hasn't there been a worldwide call for justice for these survivors??

Who should pay?
Red Khmers were the ultimate sort of Commies: they abolished money.

Unlike modern Germany, they live in the same poor country now.

There are no assets, silly. It was supposed to be a return to
agrarian culture. Banking did not enter into that concept. I'm
informed that simply wearing dental devices, eyewear, or
any jewelry warrented execution.

In that part of the world they don't care about long drawn cases that remind them of a bad past. They move on, they have a life to live.

And whom should they sue for this money? whom are the survivors and how are they going to prove anything without disappearing?
