04 Cavalier Backup Switch for lights?

Question

My backup lights stopped working a while back and though maybe I should fix them. I traced the line and when I get closer to the engin I get a slight bit of power but closer to the lights there is none. Would this be a short or could it be just the reverse switch on the transmission?

sounds to me like the reverse light switch on the trans, doesnt sound like an open, a short would blow a fuse.
