Your kid's use of a proxy is clearly to get around your prohibition of some web sites. It is clearly a case of disobedience. I would remove his computer use for a while by changing his password.
Kids learn to use proxy sites to get around web blockers. They talk to each other on how to do this. They get by for a while at school. They then go to work and get caught and fired and feel the boss is unrealistic. They get their dishonest streak early these days.

This does not have anything to do with an Anti-Virus software, because norton does not monitor sites, it can only monitor viruses or malware that might have been downloaded from a specific site. Now, firewalls on the other hand have everything to do with proxy sites. You can hide your real IP address from certain (not all) firewalls. Some if not manny firewalls have a system that logs all activity (sites visited and ect..) When you go on a site on the internet packets of information are constantly being sent back and forth from your pc. The packets have to be delivered to your IP address which then the firewall recieves scans and forwards to you. If you hide your IP address with a proxy site, the packets that are being sent to you from that site will go to the IP address that is being used with the proxy first then your firewall will forward it to your real IP address. So basically in a nutshell there's a chance that with this proxy even if your firewall records all activity you might not be able to trace the sites that he has visited unless you can get the IP address that the proxy was giving him. I hope this sort of helps. I explained it to the best that I could. (Im at work so I had to type quick)

The transmission of data through the proxy will still be scanned to check for a virus. What you won't have though is a record of the sites they are actually visiting. If Norton is tracking the sites visited, you will only see the proxy site listed.

Routing through a proxy site to visit web pages just hides the IP address from the source. Like, for instance, he gets banned from a site he can use a proxy to get around the ban. He might be up to something, put a ghost keylogger on your machine to see everything he types.
