This is mold that can't get enough moisture to thrive. You can be sure that underneath the wallboard, mold is growing. This happens a lot when outside drainage is a problem around a building, or when inside plumbing either leaks, or overflows. If the damage is on an outside wall, the problem is most likely bad drainage. If on an inside wall that shares it with a room with plumbing, (bath, kitchen) then it is probably a plumbing leak. Notify the landlord immediately to have the problem fixed.

Mold is dusty. It's the mold spores being released that create the dust effect. Don't brush it off as that will just release them into the air to settle and start growing elsewhere. Clean it with a damp rag and bleach. Then, spray with Lysol daily for a few days.

ICK! Short of moving out..........You need to really clean up, keep clean and greatly increase the air circulation. If you can afford an air cleaner or dehumidifer , that should also be used constantly.

Try placing the moisture absorbing containers in the close such as DampRid.

If you are in basement is there carpeting? Is that wet? Is there a sump pump in your area?

White mold is "dusty" appearing.. Anyway it's dangerous and toxic so you need to clean up. You also need to find out where the "moisture" is coming from. That's what causes mold.
